Request for Qualifications – Town of Perryville, MD

TOWN OF PERRYVILLE, MD

REQUEST FOR QUALIFICATIONS (RFQ)

BACKGROUND

The Town of Perryville, MD (population 4,419), located in Cecil County owns and operates a Wastewater Treatment Plant (WWTP) that consists of a SBR system followed by cloth media filtration and ultra violet disinfection. The WWTP is designed to treat an average daily flow of 1.65 MGD although the current average daily flows are approximately 0.500 MGD.  

The existing facility has experienced periodic O&M problems associated with their NPDES permit to meet ENR permit limits for total nitrogen and the Town has been working with MDE to develop the most appropriate long term solution to this issue. The Town is interested in having an engineering company prepare a Preliminary Engineering Report (PER) to evaluate the most cost effective alternatives to upgrade the system with new denitrification filters. 

SELECTION OF ENGINEER

This RFQ is the first part of the selection process to choose the engineering company that will perform the PER. In this phase of the process, the Town will review the qualifications of engineering submittals in order to choose a maximum of five (5) firms that will receive a Request For Proposal (RFP) to conduct the PER.

FORM OF SUBMITTAL

Response to this RFQ will be required to be received by August 31, 2017 by 3:00 pm local time.

Facsimile responses to this RFQ are not acceptable. No response hand-delivered, or otherwise, will be accepted after the above date and time. Submittals arriving after the deadline will be rejected regardless of the reason for late arrival.

All interested engineering firms shall submit six (6) copies of the qualification package to:

The firm’s submittal shall be provided on the Company letterhead signed by an officer of the Company and shall include at a minimum the following:

  • A statement of qualification of the engineering firm citing in particular at least three (3) similar projects to include the following information for each project;
    • Description of project
    • Engineering cost
    • Name, address, and telephone number of client contacts you performed similar work.
    • Time necessary to complete project
  • A statement of qualification of the firm’s staff that will be assigned to this project.
  • Resumes of all proposed staff.
  • A list of client references
  • A description by the firm as to what specific attributes it may have that make it uniquely suited to perform the work required by this project.

FACTORS FOR EVALUATION OF SUBMITTALS

  • Experience of the firm with respect to similar projects.
  • Experience and expertise of the firm’s staff that is expected to work on this project.
  • Completeness of qualifications addressing RFQ.
  •  Special attributes of firm relating to this project
  • Results of reference checks.

A selection committee will be chosen by the Town Administrator to evaluate the submittals and provide recommendations as to which firms should receive an RFP as part of the next stage of this project.

The Town of Perryville reserves the right, without qualifications, to select any submittal, reject any or all submittals, and to apply its judgement with respect to any submittal.
