Mother and Boyfriend Indicted for toddler hit on Route 40, Perryville.

A lengthy investigation partnered with the Perryville Police Department and the Cecil County Department of Social Services ended on Friday, November 1, 2013 with the arrest of two Cecil County residents. 

Lynise Charsha, of Perryville and Matthew Meadows of Conowingo have both been charged with one count of Neglect of a Minor, one count of Rendering a child in need of assistance, and one count of Reckless Endangerment and were incarcerated in the Cecil County Detention Center in lieu of a $15,000 bond.  The charges were filed following a July 16th pedestrian collision that resulted in Charsha's 3 year old son being struck and severely injured by a motorist as Charsha, Meadows, and Charsha's two small children attempted to cross U.S. Route 40 near Route 222.  The collision occurred shortly after 10pm on July 16. 

The investigation revealed that the hours leading up to the collision, Charsha and Meadows were at the Perryville Motel located just east of the collision location.  While at the motel with the children, Charsha and Meadows participated in ingesting illegal narcotics and alcohol.  After a brief argument with some people at the motel, Charsha and Meadows were asked to leave the motel with the children.  Shortly after being asked to leave the motel, the collision occurred as the group attempted to cross the roadway. 

As of November 1st, the 3 year old victim remained hospitalized at a long term rehabilitation facility in Baltimore, Maryland.
